Recently, the Beijing Municipal Commission of Commerce and four other departments have implemented energy-saving and emission-reduction policies across the city, encouraging consumers to purchase and use energy-saving and emission-reduction products. Compared to the efficient energy-saving appliance promotion policy from four years ago, the types of products subsidized by this energy-saving and emission-reduction policy are no longer limited to traditional household appliances such as air conditioners, televisions, and washing machines, but also include home products like water heaters, range hoods, and toilets. In addition, for the first time, the subsidy targets have been expanded to include non-Beijing residents, who can enjoy energy-saving subsidies by holding a "Beijing Work and Residence Permit" and a temporary residence permit.

　　Home products included for the first time

　　From 2011 to early 2012, Beijing launched a pilot promotion for efficient energy-saving appliance products, providing financial subsidies to units and individuals purchasing televisions, refrigerators, washing machines, air conditioners, and computers (with energy-saving monitors) that meet relevant standards. In June 2012, the National Development and Reform Commission and the Ministry of Finance launched a new round of appliance energy-saving subsidy policies. In 2013, the promotion policy for energy-saving appliances expired, and consumers no longer enjoyed central financial subsidies for the aforementioned five types of energy-saving appliances.

　　According to the Beijing Municipal Commission of Commerce, this energy-saving and emission-reduction subsidy policy will be implemented from November 27 until November 30, 2018. The **highlight of the subsidy is that home decoration and home products are included in the subsidy scope, with products such as water heaters, range hoods, air purifiers, and toilets all included. This policy is undoubtedly a significant benefit for consumers who are currently renovating or about to renovate.

　　**High subsidy of 800 yuan

　　Compared to four years ago, the subsidy standards this time are categorized by energy efficiency levels or types, ranging from 8% to 20%. Among them, the subsidy standard for appliances with a first-level energy efficiency label is 13% of the product sales price, while the second-level subsidy standard is 8%; the subsidy standard for toilets is 20%; and the subsidy standards for air purifiers and bicycles are 10%. The **maximum subsidy limit for all subsidized products is 800 yuan. During the policy implementation period, each consumer can only have one unit of each type of product enjoy the subsidy policy.

　　It is reported that the subsidy recipients this time, in addition to local residents and active military personnel stationed in Beijing, have also been expanded to include non-Beijing residents holding valid identification.

　　Online shopping can also enjoy subsidies

　　According to the list of energy-saving and emission-reduction product sales enterprises in Beijing from 2015 to 2016, in addition to physical stores such as large and medium-sized electrical appliance stores, Gome, Wangfujing Department Store, and Shuang'an Shopping Mall, e-commerce companies such as Suning, Taobao, JD.com, and Xiaomi have also become channels for the implementation of this subsidy policy.

　　A relevant person in charge of Beijing Suning stated that it is expected that more than 60% of the entire product line will meet the requirements of the new energy-saving subsidy policy. It is reported that the sales enterprises included will be collected once a year, and if serious violations occur, they will be immediately "eliminated".

　　A relevant person in charge of the Beijing Municipal Commission of Commerce stated that the subsidies for Taobao will not involve other merchants on Taobao, but are limited to products that are self-operated by Beijing Taobao Technology Co., Ltd. and meet the conditions.

　　The specific operation process for the subsidy is: consumers purchase products in physical stores, and the subsidy amount is directly deducted at the time of payment; for online shopping, full price payment is required, and e-commerce companies **will review the consumer's subsidy eligibility, and after approval, the subsidy funds will be returned to the bank or payment account provided by the consumer.
